This article analyzes the role of the federative entities (the Union, the State of Tocantins and the Municipality of Palmas) in the realization of the social function of the city and the right to adequate housing, based on the urbanization process of Palmas, a planned capital marked by rapid territorial expansion, real estate appreciation and the persistence of urban vacant lots. An exploratory and bibliographic approach is adopted, through the analysis of legal doctrine, legislation and the case law of the Superior Court of Justice (STJ) and the Federal Supreme Court (STF). It is concluded that the realization of the right to housing depends less on the creation of new legal instruments than on cooperative coordination among the federative entities and on the integration between housing policy and urban planning.
