PUBLIC POLICIES FOR THE IMPLEMENTATION OF THE FUNDAMENTAL RIGHT TO HOUSING

Abstract

Quality housing is a means of satisfying human dignity. Ensuring the right to housing is based on the need to reach a minimum acceptable level to obtain quality of life. Based on this, the objective of the Dissertation is to validate the right to housing and the need to use public policies aimed at making this right effective. A research study was carried out in several fields, in order to determine more closely the evolution of measures adopted in Brazil, as well as social programs aimed at housing, especially covering the neediest and most excluded population in society. A comparative research was also carried out based on the legislation and social programs used in Colombia, with the aim of providing means to improve the measures adopted in Brazil. The present study delved, in particular, into the Minha Casa Minha Vida Program (MCMV), in force in Brazil, which offers subsidies and reduced interest rates to make the acquisition of popular housing more accessible, both in urban and rural areas, with the aim of combating the housing deficit in the country. Finally, there was a growing trend in the adoption of Public-Private Partnership (PPP) with collaboration between the public and private sectors to manage works and services of public interest. Recently, PPPs have stood out for reducing the government's workload and potentially improving results in the population's search for decent housing.
