ABSTRACT: The United Nations Convention on the Status of Refugees, ratified in 1951, limits its protection to persons who have their rights violated because of problems of race, religion, nationality, political conviction or those belonging to a group. specific social Thus, environmental refugees need to be protected so that their rights are properly guaranteed. Therefore, the elaboration of statutes that enable the protection of those who move due to environmental disasters is urgent, since such migration does not occur voluntarily and for economic reasons, but for survival reasons, that is, migration. due to the emergence of adverse conditions to the human habitat. Given the above, the article in question aims to discuss whether the national registration of foreigners - RNE has the same effects as a Brazilian birth certificate and, with this, can guarantee access to safety, health and education for environmental refugees and their dependents.
