Abstract

This article arises from studies included in the master's research under development at PPGEP/IFRN, linked to the research project entitled Education Financing Policies in Brazil and Portugal in Times of Pandemia (2019-2021). In this cut, the objective is to analyze the Novos Caminhos Program (PNC) offered by the Federal Institute of Education, Science and Technology of Paraíba (IFPB), between the agreement and the implementation. Guided by the method of dialectical historical materialism, we approach in the research the evaluation of policies, programs and projects related to professional education. We start from the search to understand how the implementation of the PNC in the IFPB took place, considering it as a formative proposition of professional education. We discussed professional educational education between comprehensive human training and technical training for the labor market, with a view to identifying where the PNC was inserted. We found that the resources provided for in the Decentralized Execution Terms (TED) were sufficient to significantly increase the number of effective enrollments, tripling the vacancies in public notice 01/2020 and doubling the vacancies in public notice 010/2020. We conclude that the PNC does not represent an integral program of the public policy of national education, but it is aligned with the political choice of the previous government (2022), revealed by the Ministry of Education, to modify the nomenclature of the former PRONATEC, with minor changes made by through MEC ordinances, with the declared objective of increasing the number of enrollments and subsuming professional education into the labor market and capitalist demands.
