THE ROLE OF THE STATE IN THE PROCESS OF TERRITORIAL PLANNING FOR REGIONAL DEVELOPMENT: CASE STUDY OF THE DISTRICT OF BOANE

This article analyzes the role of the State in territorial planning in the district of Boane, located within the Maputo Metropolitan Area, and its impact on regional development. Based on a qualitative and analytical approach, the study seeks to understand how public policies and territorial management instruments have guided urban and rural expansion, as well as the challenges that arise from this process. The research relied on a literature review of national, Brazilian, and Portuguese authors, in addition to the analysis of demographic and socioeconomic data produced by the National Institute of Statistics (INE) and local institutions. The findings reveal that, although the State possesses relevant legal and institutional frameworks, it faces limitations in cross-sector coordination and in the effective implementation of territorial plans. These shortcomings are reflected in the unregulated growth of settlements, pressure on natural resources, and insufficient basic infrastructure. Nevertheless, Boane presents significant opportunities for development, stemming from its strategic location as a logistical corridor, its agricultural and agro-industrial potential, and the possibility of greater integration of sectoral policies. The discussion also emphasizes the need to strengthen territorial governance, expand the State’s technical and institutional capacity, and foster community participation in planning processes. The study concludes that the consolidation of territorial planning in Boane is a key element for ensuring balanced and sustainable economic development, capable of reducing social inequalities and promoting greater metropolitan cohesion.
