It deals with the importance of reserving vacancies for transvestites and transsexuals in postgraduate programs at public institutions, based on a bibliographical and legal documental analysis on the exclusion of minorities at different levels of education. In view of the relevance of Resolution No. 54, a regulation instituted by the University Council of the Federal University of Pelotas, it is necessary to analyze the way that historically excluded subjects come to access higher education and obtain the continuity of their academic training. Thus, it is intended to answer the following question: How do quotas for transvestites and transsexuals in postgraduate programs make it possible to follow up on academic studies of this specific group? It is thought that education can be the object of appropriation and emancipation. However, it is still not possible to reach conclusions on the subject, but we are crawling in search of answers and solutions to (trans)form institutional standards.
