Abstract

This article analyzes administrative autonomy in the management of public agreements as a strategic mechanism for optimizing the acquisition and execution of extra-budgetary resources within the Military Police of Amazonas (PMAM). The study is based on the premise that the budgetary constraints faced by Brazilian public security institutions require the development of complementary funding strategies, particularly through voluntary federal transfers managed via the Transferegov.br platform. A mixed-methods approach was adopted, combining qualitative and quantitative procedures, including bibliographic research, documentary analysis, normative review, and examination of agreements executed by PMAM between 2010 and 2025. The findings reveal structural challenges related to decision-making centralization, bureaucratic delays, insufficient technical capacity, and risks associated with low financial execution rates. The analysis identified agreements with significant unspent balances, prolonged implementation periods, and accountability delays, indicating institutional inefficiencies that may compromise resource utilization. The results suggest that strengthening technical-administrative autonomy can enhance institutional performance, reduce financial losses, and improve the organization’s ability to attract and manage strategic resources for public security policies. The study concludes that the establishment of a permanent governance structure dedicated to agreement management constitutes a strategic planning instrument capable of promoting financial sustainability, institutional modernization, and more effective public security outcomes in the Amazon region.
