Contemporary public administration faces structural challenges related to efficiency, transparency, and responsiveness to societal demands. This study aims to critically analyze the main obstacles in public management, with emphasis on bureaucracy, governance, accountability, and innovation. The research is characterized as qualitative, exploratory, and descriptive, based on a bibliographic review of classical and contemporary authors. The results indicate that the persistence of rigid structures, combined with the low integration between planning and execution, limits state performance. On the other hand, modern management practices, along with digital transformation and the strengthening of public governance, demonstrate significant potential to enhance public sector performance. It is concluded that the modernization of public administration requires structural, cultural, and institutional changes, as well as continuous investments in training and innovation.
