Abstract

This work is the result of the Master's thesis in Legal Sciences, entitled "Informative Self-Determination as a Normative Paradigm for the Implementation of Artificial Intelligence in the SEFIC of the TJPE," which investigates the intersection between administrative efficiency, technological innovation, and compliance with the regulatory framework of Artificial Intelligence (AI) in Public Administration, adopting the principle of informational self-determination as a central analytical vector. The research problem resided in the operational complexity of executing public expenditure under the fund supply regime, whose limitations in manual bank reconciliation frequently impact the speed and transparency of the state. The general objective was to analyze how the application of AI can optimize such routines, ensuring administrative performance in harmony with the fundamental guarantees of data protection. The theoretical framework was structured around the following axes: Public Administration and innovation; budget and public expenditure under the fund supply modality; and bank reconciliation in the face of the imperative need for modernization. Methodologically, this research is characterized as qualitative, documentary, and theoretical-normative, based on the analysis of the General Data Protection Law (LGPD), the resolutions of the National Council of Justice (CNJ), and the legal regime established from Bill No. 2,338/2023 (Future Perspective of the Legal Framework for AI). The results conclude that informational self-determination constitutes the critical success factor for the integration of Artificial Intelligence into bank reconciliation routines in Public Administration. In this sense, the legitimacy of technological solutions is subordinated to the preservation of fundamental rights, ensuring that the pursuit of efficiency does not occur at the expense of privacy and informational freedom. Thus, innovation is consolidated not as an end in itself, but as a qualified support for financial integrity and democratic control.
