THE MILITARY POLICE AS THE FIRST GUARANTOR: CHALLENGES AND PERSPECTIVES OF PMAM'S ACTIONS UNDER THE AEGIS OF HUMAN RIGHTS

This article analyzes the challenges and perspectives of the Amazonas Military Police's (PMAM) performance under the aegis of human rights, highlighting the need to reconcile the maintenance of public order with respect for fundamental guarantees. The research shows that the training and qualification of military police officers should integrate human rights content in a cross-cutting manner, as pointed out by Martins and Aguiar (2025) and Miyadaira and Aguiar (2025), in addition to considering the biopsychosocial health of the agents as an essential element for a balanced and humanized performance (LIMA; AGUIAR; LOPES, 2026). The importance of specialized legal assistance (NASCIMENTO; AGUIAR, 2026), conflict mediation in urban and land contexts (AGUIAR, 2023), and the adaptation of police practice to constitutional and international norms (LOUREIRO; AGUIAR; CHAVES, 2025; AGUIAR; CHAVES, 2025) are also discussed. The study concludes that consolidating the PMAM (Military Police of Amazonas) as the primary guarantor of citizenship depends on a profound institutional transformation, involving initial and ongoing training, health policies, access to justice, technological innovation, and the strengthening of democratic culture.
