This article analyzes the limits and possibilities of contemporary military police action, focusing on the integration of legality, use of force, and less-lethal technologies (IMPOs). The research object focuses on the legal certainty of the state agent in the face of excluding illegality and new regulatory frameworks, such as the Abuse of Authority Law. The general objective is to investigate how technical training and the use of non-lethal means consolidate proportional and legitimate action. The methodology adopted is qualitative and applied, based on bibliographic and documentary research in doctrinal and normative sources. The results indicate that the mastery of excluding illegality, combined with the differentiated use of force, reduces police lethality and protects the physical integrity of both agents and citizens. It is concluded that doctrinal modernization and investment in IMPOs are essential to align the Amazonas Military Police with the precepts of the Democratic Rule of Law, ensuring operational efficiency with strict respect for Human Rights.
