This scientific article analyzes the strategic performance of first-line policing by the Amazonas Military Police (PMAM) under the perspective of Human Rights in the capital city, Manaus. The research object focuses on the premise that ostensive activity, as the immediate link between the State and society, is the fundamental pillar for guaranteeing fundamental rights in the Amazonian scenario. The general objective is to demonstrate how technical qualification, guided by the Operational Doctrine Manual (M-02), and community integration overcome the dichotomy between repressive efficiency and human dignity. Results indicate that continuous training focused on citizen interaction and territorial knowledge are multipliers of institutional legitimacy and the reduction of judicial errors. It is concluded that the symbiosis between operative technique and Human Rights precepts is not a limitation, but the factor that ensures the effectiveness of police service and social pacification in highly vulnerable territories. The study confirms the hypothesis that respecting citizenship isolates criminality and strengthens the PMAM’s constitutional mission.
