MODERNIZATION AND TRANSPARENCY: THE IMPACT OF THE NEW BIDDING AND CONTRACTS LAW ON THE PROCUREMENT CYCLE OF THE AMAZONAS MILITARY POLICE

This article analyzes the impacts of Law No. 14,133/2021 on the procurement cycle of the Military Police of Amazonas (PMAM), an institution operating under severe budgetary restrictions, with over 96% of its resources allocated to personnel expenses. The central objective is to verify how the new planning and transparency mechanisms can mitigate financial limitations and promote institutional modernization. The methodology was based on bibliographical and documentary research, using a qualitative and exploratory approach. The results indicate that the transition to the new regime requires a paradigm shift in governance, highlighting the mandatory nature of strategic planning and technological centralization via the National Public Procurement Portal (PNCP). The discussion points out that efficiency in acquisitions and effectiveness in raising extraordinary resources, such as parliamentary amendments, depend on technical specialization and the professionalization of human capital. It is concluded that the creation of a Project Engineering Nucleus and the adoption of technologies such as BIM are vital solutions to overcome logistical and budgetary hurdles. The New Bidding Law thus consolidates itself as a historic opportunity to convert challenges into technological victories, ensuring the necessary re-equipment for the preservation of public order in Amazonas.
