STRATEGIC INTELLIGENCE IN THE MILITARY POLICE OF AMAZONAS: THEORETICAL FOUNDATIONS, KNOWLEDGE MANAGEMENT AND PERSPECTIVES IN THE AMAZONIAN CONTEXT

Abstract

Strategic Intelligence emerges as an essential activity for public security organizations operating in highly complex environments. In the context of the Military Police of Amazonas (PMAM), this imperative assumes unique contours, imposed by the vast territorial expanse, the extensive border strip, and the growing sophistication of transnational organized crime. This article analyzes the theoretical foundations of Strategic Intelligence, based on the postulates of Sherman Kent, Marco Cepik, and Jerry Ratcliffe, and examines how Knowledge Management can enhance the analytical efficiency of the PMAM's Military Police Intelligence System (SIPOM). To this end, it investigates the relationship between the system's doctrinal structure and the processes of creation and flow of institutional intellectual capital. Methodologically, a qualitative, descriptive, and bibliographic-documentary research approach was adopted, grounded in public sources and national intelligence doctrine, which were cross- referenced with the frameworks of Nonaka and Takeuchi, Choo, and Davenport and Prusak. The results indicate that the classical foundations of Strategic Intelligence, when articulated with the Intelligence-Led Policing paradigm, provide the necessary conceptual framework to consolidate SIPOM as a premier strategic advisory instrument. In the Amazonian landscape, the state's geographic and criminological singularity reinforces the centrality of strategic knowledge as a vector of institutional efficacy. It is concluded that the continuous improvement of SIPOM, guided by Knowledge Management, represents the definitive path to converting the individual empirical experience of operators into a permanent institutional asset of the PMAM.
