This article presents the development of the Cidadão Conectado (Connected Citizen) application, a digital platform designed to overcome communication barriers and delays between citizens and public agencies. Its objective is to facilitate the traceable registration, monitoring, and resolution of urban issues, promoting greater transparency and reinforcing social participation. The system was developed under a robust and scalable architecture, utilizing agile methodologies and Object-Oriented Programming (OOP). The Spring Boot framework was adopted as the technological foundation, ensuring the efficiency of the backend, while UML modeling ensured a modular software design, and MySQL was used for data persistence. In the requirements gathering process, an innovative user-centric methodology was applied, employing three main questions directed at the participants. The purpose was not only to identify functional needs and expectations but also to induce users to reflect on the role of the Cidadão Conectado. This approach focused on fostering civic awareness and reinforcing the community's active role in building a more organized and efficient city. The results demonstrate that the application holds significant potential to strengthen social engagement and optimize public management, contributing to the development of smarter and more collaborative cities.
