STRENGTHENING SCHOOL SECURITY: PROPOSAL FOR THE OPERATION OF THE SCHOOL PATROL IN THE DISTRICTS OF THE LOANDA REGIONAL EDUCATION CENTER

Abstract

This article presents a proposal for the implementation of teams from the Community School Patrol Battalion (BPEC) in the districts of Loanda, Santa Isabel do Ivaí, and Nova Londrina, located in northwestern Paraná. The objective is to strengthen school security and expand the integration of the Military Police with the school community. The Loanda Regional Education Center (NRE) covers 12 municipalities and serves approximately 7,000 students in the state education network. Given this context, the proposal suggests the creation of two teams per district, operating in shifts from 7:00 a.m. to 3:00 p.m. and from 3:00 p.m. to 11:00 p.m., ensuring full coverage of state schools.The proposal is based on state legislation (Decree No. 2,348/2008, Law No. 15,745/2007, General Command Ordinances No. 171/2013 and No. 887/2022) and the Child and Adolescent Statute (Law No. 8,069/1990), ensuring the comprehensive protection of children and adolescents in situations of vulnerability, such as drug use, school violence, and serious incidents already recorded in educational institutions in Brazil, including the attacks that occurred at the Helena Kolody State School in Cambé/PR (2023) and at the Cantinho Bom Pastor Daycare Center in Blumenau/SC (2023). With implementation, it is expected to reduce infractions, strengthen the relationship between the police and schools, support teachers and administrators, and promote student citizenship. It is noteworthy that the districts and schools mentioned in this study are practical examples, and the proposal can be replicated in other regions of Paraná, respecting local specificities and necessary adaptations.
