INSPECTION OF FOREIGN VEHICLES AND DRIVERS: CHALLENGES AND PERSPECTIVES IN THE FOZ DO IGUAÇU/PR REGION

This article analyzes the inspection of foreign vehicles and drivers in border municipalities, with emphasis on the region of Foz do Iguaçu/PR, one of the main tourist and commercial points in Brazil, characterized by intense cross-border flow. The circulation of these vehicles requires special attention from authorities, as inspection failures can create road safety risks, unequal treatment compared to domestic vehicles, and an increase in the number of accidents. To this end, applicable legal standards were studied, including the Federal Constitution, the Brazilian Traffic Code (CTB), resolutions of the National Traffic Council (CONTRAN), international treaties, and bilateral agreements with neighboring countries. The results indicate that, although a solid regulatory framework exists, effective enforcement of these rules still faces challenges, especially related to the training of inspection agents and integration among Mercosur countries. The implementation of the Mercosur License Plate is an example of progress in standardization, but it still faces obstacles related to costs, technology, and infrastructure. It can be concluded that international cooperation, investment in technology, and accessible dissemination of regulations to foreign drivers are essential to ensure greater efficiency in enforcement, promoting safer and more balanced traffic at Brazilian borders.
