This article aimed to analyze the strategic role of municipal public managers in the implementation of Law No. 14,133/2021, highlighting its relevance in the dimensions of decision-making, leadership, and cultural change. The research adopted a qualitative approach, with a bibliographic and documentary character, using books, scientific articles, legislation, and guidelines from control bodies as sources. The results indicated that the new law represents a milestone in the modernization of public procurement, shifting the focus from a merely bureaucratic model to a system guided by efficiency, transparency, and governance. It was observed that the role of the public manager is decisive, as it involves not only normative adaptation but also the conduction of training processes, team mobilization, and overcoming cultural resistance. It was also found that the law expands the margin of discretion and, consequently, the responsibility of managers, requiring greater technical, political, and ethical preparation. It is concluded that the strategic leadership of municipal managers is central to ensuring the effectiveness of Law No. 14,133/2021, transforming it into an instrument of administrative innovation and strengthening society’s trust in public management.
