THE RELEVANCE OF SECURITY IN BRAZILIAN PUBLIC SCHOOLS: AN ANALYSIS OF THE MUNICIPAL SCHOOL ROUND IN MANAUS

This article sought to study the relevance of security in public schools, with the Ronda Escolar carried out by the Municipal Guard and the Proerd carried out by the Military Police in Manaus. Using a qualitative methodology, anchored in a specialized literature review, documentary analysis of relevant legislation such as the 1988 Constitution, the ECA, the General Statute of Municipal Guards and Municipal Bill 277/2019, as well as data from reports on school violence, the study critically analyzes the potential and limitations of this public safety strategy. The results indicate that although the Ronda Escolar has a deterrent character and contributes to the perception of safety, its effectiveness is contingent on overcoming significant structural challenges. It is argued that the effectiveness of the Municipal Guard in school security transcends mere ostensible presence, demanding integration with educational policies, specific training for agents, adequate resources, school infrastructure and, fundamentally, solid partnerships with the school community and civil society. The conclusion is that the Ronda Escolar is a relevant tool, but its successful implementation requires a systemic and multifaceted approach, aligned with the principles of integral protection and the promotion of a culture of peace.
