The abuse of power in Public Administration is a central topic in legal and political discussions, especially in contexts of governance and transparency. This study aims to analyze the forms of power abuse committed by public officials, their impacts, and the legal consequences associated with such practices. Based on contractualist theory and the constitutional principles established in the 1988 Federal Constitution, the research investigates how the misuse or excess of authority by public administrators affects social trust in state institutions and compromises collective and individual rights. The study explores the different forms of power abuse, the existing control and oversight mechanisms—such as the Administrative Improbity Law—and the sanctions provided for such conduct. Furthermore, the paper proposes solutions to strengthen control structures and prevent abuses, aiming to promote a more transparent, efficient, and publicly accountable administration. This research contributes to the debate on building a fairer and more ethical state that respects society's rights and operates within the legal framework.
