The relationship between two fundamental public policies was analyzed: the National Education Plan (PNE), the National School Feeding Program (PNAE), and the obstacles to achieving their objectives between 2014-2024. With emphasis on goals 1, 2 and 3 that seek the universalization of education, points that are related to both programs were highlighted, which show that among the factors that contributed to the goals not being achieved is the lack of investment in education and school feeding is an important aspect for the access and retention of students in educational institutions. According to a bibliographic research, it was possible to discover factors that contributed to the existing results, making it necessary to rethink and restructure the forms of intervention.
