This paper aims to analyze the social impacts of the application of the principle of the Reserve of the Possible on the minority class of visually impaired people in Brazil in the 21st century, taking into account that the legislation grants the State the means to include this class in all services and places within the social sphere. Therefore, the following discrimination was raised: What are the impacts of the Principle of the Reserve of the Possible on the minority class of people with visual impairment in Brazil in the 21st century? Therefore, in search of solutions to the problem in question, the general objective will be to expose how the misapplication of the principle of the reserve of the possible contributed to the considerable increase in deficiencies in the access of this class to essential services for every human being, and having as specific objectives to show the types of damages, and the factors that contribute to these deficiencies in society and to bring measures for their resolution. Regarding the methodology, this research will use bibliographical and documentary research and analysis of statistical data, analyzing cases that occurred, being this of a qualitative nature, where it will take the legislation pertinent to the subject. Therefore, this article aims to point out the consequences that these government allegations raising the Principle of the Possible Reserve have caused in the visually impaired class, also studying awareness measures and effective actions to reduce the losses, as well as the analysis of specific legislation in the Brazilian context.
