BRAZILIAN NAVY’S ACTIONS IN THE FACE OF DISASTERS, BOTH MARITIME AND IN LAND, AS WELL AS THE NATIONAL POLICY FOR CIVIL DEFENSE AND PROTECTION

This paper aims to draw a parallel between the constitutional and subsidiary actions of the Brazilian Navy and the National Policy of Protection and Civil Defense to demonstrate that these activities are integrated, both on land and in hybrid environments, supporting the connection between such tasks and Civil Defense actions. The laws and regulations applied by federative entities for prevention, mitigation, preparation, response, and recovery actions to disasters are developed by the Navy to address the specificities involved in these environments. The fight against the new Coronavirus (Covid-19) and maritime search and rescue actions constitute the efforts of the Force to combat disasters. This survey identified the means that the Navy employs to implement these actions – systems, equipment, and personnel – and examined how these processes unfold, as well as the Military Organizations participating in this effort. Using a deductive-comparative methodology, a detailed bibliographic review of the subject was conducted within a recent time frame to facilitate specific understandings. The study's result was the perception that the activities of the Brazilian Navy, in coordination with the National Policy of Protection and Civil Defense, generate positive outcomes for the prevention of maritime and terrestrial disasters at the Municipal, State, and Federal levels, facilitating the interaction between federative entities, Civil Defense institutions, and the population.
