PNEEI AND SPECIAL EDUCATION: THE ROLE OF INTERSECTORAL COORDINATORS IN BUILDING INCLUSIVE EDUCATION

The implementation of inclusive education requires that rights guaranteed in normative documents be translated into concrete actions within education systems. In this process, the National Inclusive Special Education Policy (PNEEI) and the National Inclusive Special Education Network (Reneei) reinforce the need for coordination among federative entities and different public policies. This article analyzes the role of intersectoral coordinators in the implementation of PNEEI, focusing on dialogue among education, health, social assistance, public management, schools and families. The study adopts a qualitative, bibliographic and documentary approach, based on research on intersectorality and Special Education, as well as Decree No. 12,686/2025 and MEC Ordinance No. 421/2026 as presented in the analyzed literature. The review indicates that intersectoral coordination can support the identification of territorial demands, communication flows, professional development and monitoring of actions. At the same time, coordination among sectors does not remove the school's responsibility for schooling. It is concluded that permanent cooperation networks can bring national guidelines closer to local realities and strengthen conditions for access, permanence, participation and learning for Special Education students.
