SOCIAL RIGHTS AND THE PRINCIPLE OF EFFICIENCY IN THE PRESIDENCY SYSTEM

Abstract

The present work aims to present the social rights provided for in article 6, chapter II of Federal Constitution from 1988, as well as the implications it brought to the Brazilian penitentiary system. Having as objective the principle of efficiency, the Prison System must be guided by the reality of the system, where there is oppression of the prisoner and their social rights, such as food, work, health, education, among others. Likewise, the provision of public services must be of quality, speed and economy, satisfying the population’s needs. Public servants, while efficient, must constantly improve, as well as fulfill their functions in a way that dignifies the public service. Finally, it is hoped that these rights can become a reality stamped throughout the Penitentiary Administration.
