STATE CAPACITY IN IMPLEMENTING POLICIES TO COMBAT VIOLENCE AGAINST WOMEN: AN ANALYSIS OF THE EFFECTIVENESS OF SPECIALIZED POLICE STATIONS FOR WOMEN IN THE CIVIL POLICE OF RONDÔNIA

Abstract

Violence against women constitutes one of the main challenges for public policies protecting human rights in Brazil, requiring integrated action from the bodies responsible for prevention, protection, and accountability of aggressors. In this context, Specialized Police Stations for Women (DEAMs) play a fundamental role in the network for combating gender-based violence. This study aims to analyze the institutional capacity of the Specialized Police Stations for Women of the Civil Police of the State of Rondônia and their influence on the effectiveness of the public policy to combat violence against women. Through the National Public Security Information System (SINESP), data from police reports, police investigations, and inquiries were analyzed, according to data from the Electronic Police Procedure (PPE) platform. Furthermore, documentary analysis, human resources, physical structure, and administrative organization of the Specialized Police Stations were also conducted. An increase in violence against women was verified at the national and state levels, for the purpose of verifying the efficiency of the Specialized Police Stations for Women in the State of Rondônia. Strengthening public governance, state capacity, and the operational conditions of the (Specialized Police Stations for Women) is fundamental to increasing the effectiveness of actions to combat violence against women and ensuring greater protection for victims in the State of Rondônia.
