THE MILITARY POLICE OFFICER AS A GUARANTOR OF HUMAN RIGHTS: A DISCURSIVE ANALYSIS OF PUBLIC SECURITY

Frequently analyzed from the perspective of antagonism, the relationship between police activity and Human Rights tends to obscure the primary function of security forces: guaranteeing public order as the basis of freedom. This article, structured through qualitative bibliographic research with discourse analysis, supports the thesis that the military police officer is discursively constructed, in contemporary times, as the main agent guaranteeing citizenship and social peace. It analyzes the discursive materiality of the constitutional mandate to preserve order, the qualification of police action through legal technique (founded suspicion as legal certainty) and intelligence (tactical superiority), and the legitimization of the police officer's role as a priesthood in defense of society. The research demonstrates that by combining strict legality with operational efficiency, the corporation strengthens democracy and protects the law-abiding citizen. It concludes that the realization of fundamental rights depends on a strong, technical, and institutionally valued police force, where the officer acts not only as a force of law but as the indispensable guardian of civility.
