Abstract

This study analyzes the racial equity policy implemented by the Secretariat of Education, Culture, and Technology (SMECT) of São Francisco de Itabapoana, RJ, based on Law No. 10.639/2003 and the National Curricular Guidelines for Education on Ethnic-Racial Relations. The objective was to highlight the advances and effects of this policy in promoting anti-racist education. To this end, a qualitative, descriptive-analytical, and exploratory study was conducted, using document analysis and content analysis as methodological procedures. The corpus consisted of the SMECT institutional report, relevant legislation, and academic reference works on education and ethnic-racial relations. The results indicate significant advances, such as ongoing teacher training, the development of a parallel curriculum, the production of teaching materials, and the promotion of cultural events focused on the appreciation of Afro-Brazilian and quilombola history and culture. The conclusion is that the policy has contributed to the development of inclusive pedagogical practices, the strengthening of students' cultural identity, and the consolidation of schools as spaces for valuing diversity, equity, and combating racism. Thus, the actions developed to date reveal significant progress and consolidate the racial equity policy as a positive example of implementation at the municipal level. Furthermore, the work carried out by the department tends to become an example for others, as it contributes to the construction of a more just, pluralistic, and democratic society, reaffirming the role of education as an instrument of social transformation.
