This bibliographical work aims to recognize the work of the manager as primordial and fundamental for the growth of the quality of teaching in basic education and how school management must act to improve results and thus develop socio-emotional and cognitive skills, forming capable citizens to live in society and act in the world of work. For this, it outlines a bibliographic and field research based on Dias (2006), Luck (2008), Libânio (2004), Colombo (2004), Ferreira (2000), through a historical and conceptual approach of management in our country, explaining principles relevant to the implementation of democratic management. It also presents an approach in the professional formation of the manager in search of the development of essential competences to the effectiveness of the management. It appears that reflection on management and the role of managers is associated with the pursuit of quality in public education.
