IMPACT OF CONSTITUTIONAL TRANSFERS (FUNDEB) ON THE QUALITY OF PUBLIC EDUCATION IN THE MUNICIPALITY OF TEIXEIRA DE FREITAS, BAHIA

This article sought to conduct a study on the impact that the transfers made to education through Fundeb have brought about improvements in education in Teixeira de Freitas, especially in the last ten years, materialized in the indicators brought about by Ideb. In general, it aimed to analyze the redistributive character of the constitutional transfers (Fundeb) in the improvement of education in Teixeira de Freitas. In this sense, a quali-quantitative methodology was adopted, supported by bibliographic studies and data survey carried out in official websites of the Federal Government, for the purpose of supporting the hypothesis that even though there is a transfer of federal and state resources to the Municipality object of the study, the pandemic and the lack of public policies have directly affected the improvement of the quality of public education. Thus, it was found that it is necessary to direct efforts by public managers in order to create mechanisms that make education a priority in Teixeira de Freitas, especially in the search to overcome the Ideb indexes verified by most public schools, far below the projected for the year 2021, strongly affected by the pandemic of the New Coronavirus, with teachers ill-prepared for a remote teaching aligned to students without sufficient resources to have technology that would facilitate the continuity of education in a period of social restrictions.
