This article aims to reflect on the historical context of the evolution of Early Childhood Education, and the emergence of Public Policies in Early Childhood Education. The course of Early Childhood Education was difficult and slow, because there was no understanding that the child needed special attention in the first years of life. Despite the advances made in Early Childhood Education, we realize that much needs to be done to bridge the gap between legislation and reality.
