Abstract

The purpose of the study is to understand educational research and its inductive policies as a social-historical process crossed by political meanings. In the current context, the Brazilian Government elaborates a university project that articulates measures that extend between advances and setbacks, considered by some theorists as a true "dismantling" of the institutions and agencies of science promotion. In the laws, the desired profile of the indissociability between teaching, research and extension has been achieved, which has not yet fully materialized. Amidst the legislative gaps, international organizations begin to interfere in the model of knowledge production at the university, indicating actions on research activity: UNESCO, OECD, WTO-WTO and WB. Official documents of these bodies identify education as public "spending" and research as unfeasible for the use of fiscal incentives. Policies for research funding in some areas of knowledge have been eroding over the last few decades. As an exemplifying situation, read the few resources destined to the areas of the Humanities. In contrast, emphasis and abundant resource for Technologies, Innovations and research related to Agribusiness and Biomedical Sciences. However, it is necessary to rethink the University and its function of knowledge production, in a context of transformations in society, under the effects of a new form of capital that has a direct impact on this process.
