This article consists of a qualitative analysis based on an empirical corpus composed of studies by Brazilian researchers about PROEJA, whose proposal is to include the EJA collective in the educational system to elevate technical education. This study presents and meta-analyzes the conclusion category and the factors that compromise the announced inclusion within the scope of policy. The data reveal a discrepancy between promises and declarations of intent. The democratically limited political reveals that the State is concerned with more with contingency the popular struggles for democratization and to silence the political space that establishes the conditions for the re-establishment of the excluded.
