PARTICIPATORY PLANNING AND DEMOCRATIC MANAGEMENT IN PUBLIC SCHOOLS

This study aims to analyze how participatory planning can strengthen democratic management. It is a bibliographic study conducted through the analysis of books, scientific articles, dissertations, and other academic publications. The theoretical framework is based on Pereira and Santana (2022), Fernandes and Kerbauy (2022), Bressan (2023), Chagas (2022), among others. The results indicate that participatory planning is an important instrument for the democratic organization of schools, as it fosters the participation of different segments of the school community and enhances transparency, shared responsibility, and the mediation of institutional conflicts. The analysis also demonstrates that the persistence of centralized practices, the weakness of collective decision-making spaces, the interference of political and partisan interests, the workload of education professionals, and limited community participation constitute obstacles to the effective implementation of democratic management. It is concluded that participatory planning strengthens democratic management by promoting collective decision-making processes and encouraging dialogue among members of the school community, thereby creating conditions for addressing political and institutional conflicts and contributing to a participatory and transparent public school committed to its social function.
