THE INTERSECTION BETWEEN SOCIAL POLICY AND EDUCATION: CHALLENGES OF INTERSECTORAL MANAGEMENT IN REDUCING INEQUALITIES IN THE URBAN CONTEXT

This research aimed to analyze the dynamics and theoretical challenges surrounding intersectoral management between social and educational policies in territories marked by vulnerability. The central problem sought to understand how the Brazilian normative framework establishes intersectorality and which conceptual barriers still weaken its effectiveness in reducing inequalities. The methodology followed a qualitative and documentary approach, based on Content Analysis for the examination of laws, decrees, and national plans. The results revealed that, although intersectorality is a consolidated legal principle, its daily execution faces obstacles such as bureaucratic fragmentation and a culture of specialization that isolates the school from the protection network. It was concluded that addressing inequality of opportunity demands a transition from normative rhetoric to integrated governance, based on data sharing and sensitive training for managers. The effectiveness of public policy, therefore, depends on consolidating the school as a space for inclusion and the irradiation of rights in direct dialogue with social assistance and health sectors.
