This study is a literature review whose objective is to reflect literacy and literacy in the early years of elementary school. A dialogue emerged with the most important theorists on the topic in question, such as: Freire (1968), Ferreira (2001), Soares (1998), Massagão (2004). Texts that regulate national education are analyzed, such as the National Education Guidelines and Bases Law 9394/96 - LDBEN, the 2014-2014 National Education Plan - PNE, as well as government programs such as the National Pact for Literacy at the Right Age - PNAIC. Strategies are proposed to improve this reality, taking into account both the size of the school in the general context and the content of the classroom.
