This article presents the concept of strategic arrangements, formulated to highlight the political maneuvers used by some municipal administrations to restrict the right to education achieved by those enrolled in Youth and Adult Education (EJA). Although public policies are conceived from the logic of universal and impersonal rights, the article questions why these rights suffer fragmentation and distortions at the municipal level. The concept arises from the concerns of a teacher-researcher who observes, in practice, the non-implementation of this right and shows how particular interests guide strategies to the detriment of the constitutional guarantee of a full education. Strategic arrangements engage with references from EJA, educational management, and public policies, contributing to a critical understanding of the dynamics that shape their implementation in the local context..
