Abstract

 This research analyzes the State's responsibility regarding suicide cases among civil police officers in the State of Amazonas, considering the protection of fundamental rights and the promotion of mental health in the workplace. The study is based on the understanding that civil police activity is marked by high levels of stress, institutional pressure, constant exposure to violence, and emotional exhaustion, factors that may directly contribute to the psychological illness of these professionals. The general objective is to analyze the legal responsibility of the State regarding the omission in implementing effective public policies aimed at suicide prevention and psychological support for civil police officers. The theoretical foundation is based on the fundamental rights established in the Federal Constitution of 1988, especially the rights to life, human dignity, and health, as well as on administrative law doctrine related to the civil liability of the State. The methodology will be developed through the deductive method, using bibliographical and documentary research, including doctrines, scientific articles, legislation, jurisprudence, and bills related to the subject. The research seeks to demonstrate that the absence of adequate psychological support and effective preventive policies may constitute State omission, leading to administrative and civil liability. It is concluded that confronting suicide among civil police officers requires preventive, continuous, and humanized State action aimed at preserving the mental health and dignity of public security servants.
