THE IMPLEMENTATION OF LOAS IN THE CARE OF CHILDREN WITH AUTISM SPECTRUM DISORDER: GUARANTEED RIGHTS, PRACTICAL CHALLENGES AND GAPS IN THE IMPLEMENTATION OF SOCIAL ASSISTANCE POLICIES

Autism Spectrum Disorder (ASD) is a neurodevelopmental condition that demands specialized attention and the guarantee of social rights capable of promoting inclusion and quality of life. In this context, the present study aimed to analyze the implementation of the Organic Law of Social Assistance (LOAS) in the care of children with ASD, highlighting the rights guaranteed, the practical challenges faced, and the existing gaps in the effectiveness of social assistance policies. Methodologically, this is a qualitative bibliographic research, developed through an integrative literature review. Data collection was carried out in databases such as the CAPES Periodicals Portal, SciELO, and the Brazilian Digital Library of Theses and Dissertations (BDTD), in addition to consulting books, scientific articles, official documents, and legislation relevant to the topic. The results showed that Brazilian legislation offers important social protection mechanisms, including the Continuous Benefit Payment (BPC), the services of the Unified Social Assistance System (SUAS), and the work of CRAS and CREAS. However, challenges related to administrative bureaucracy, insufficient specialized professionals, regional inequalities, and limited coordination between public policies were also identified. It is concluded that, although there has been significant progress in recognizing the rights of children with ASD, actions aimed at strengthening the social assistance network, expanding public investments, and intersectoral integration are still needed to ensure the effective social inclusion and comprehensive protection of this population.
