PROCESS MANAGEMENT AND DIGITAL TRANSFORMATION IN BRAZILIAN PUBLIC ADMINISTRATION

Digital transformation in the public sector has become established as a strategy for administrative modernization and expanded access to services. In this context, Business Process Management (BPM) stands out as an approach capable of promoting organizational review, simplification, and integration, preventing digitalization from being limited to the mere computerization of inefficient practices. This article analyzes the role of BPM in the digital transformation of the Brazilian public sector, highlighting its benefits and challenges. This is a qualitative, descriptive, and exploratory study, developed through bibliographic and documentary research using Federal Government documents (2020–2025), such as Law No. 14,129/2021 and the National Digital Government Strategy (ENGD) 2024–2027, applying Bardin’s Content Analysis. The results show BPM as a strategic element for administrative simplification and public value, although challenges such as organizational resistance, low institutional maturity, and digital exclusion still persist. It is concluded that effective digital transformation depends on the structured review of processes and the strengthening of organizational capabilities.
