MASS INCARCERATION IN BRAZIL: SOCIAL IMPACTS AND CHALLENGES FOR PUBLIC SECURITY

This article analyzes the phenomenon of mass incarceration in Brazil, with emphasis on its social impacts and the challenges it poses to public security policies. It is based on the understanding that the significant increase in the prison population does not necessarily represent an effective response to crime, but is related to a security model grounded in repression and punishment. The objective of this study is to critically reflect on the limits of this model, considering aspects such as penal selectivity, prison overcrowding, and the lack of effective resocialization policies. Methodologically, this is a qualitative study developed through a narrative literature review, based on scientific publications and institutional documents from recent years. The results indicate that mass incarceration disproportionately affects vulnerable populations, especially young Black and poor individuals, and does not significantly contribute to reducing violence. It is concluded that addressing crime requires overcoming the punitive paradigm and adopting integrated public policies focused on prevention, social inclusion, and the guarantee of rights.
