ANALYSIS OF THE COMPREHENSIVE ADULT HEALTH CARE PROGRAM (PAISA) IN THE MANAGEMENT OF CHRONIC NON-COMMUNICABLE DISEASES IN BRAZILIAN PRIMARY HEALTH CARE

Chronic noncommunicable diseases (NCDs) represent one of the main challenges for public health in Brazil, requiring effective prevention and control strategies. In this context, the Comprehensive Adult Health Care Program (PAISA) stands out as a policy aimed at health promotion and continuous care for the adult population. The general objective of this study is to analyze the relationship between PAISA and the control of NCDs in Brazil. As specific objectives, we sought to describe the program, relate it to NCDs, and discuss nursing care in this context. This is a narrative literature review, based on authors such as Mendes (2011; 2012), Malta et al. (2017) and Schmidt et al. (2011. The results show that the program contributes to expanding access, promoting health, and providing continuous follow-up, with a particular emphasis on the role of nursing. However, challenges related to unequal access and the fragmentation of services persist. It is concluded that PAISA plays a strategic role in addressing NCDs; however, its effectiveness depends on the strengthening of public policies and the improvement of healthcare quality.
