Abstract

This study aims to analyze the importance of recycling in public condominiums, addressing its socio-environmental function and the legislative competence of federative entities in the implementation of solid waste management policies. The research is justified by the need to promote sustainable practices in the collective sphere, especially in housing and work spaces maintained by the public sector, where the incorrect disposal of waste can generate significant environmental and social impacts. The methodology adopted is based on bibliographic and documentary research, with an exploratory nature and a qualitative approach, using Brazilian legislation, scientific articles, and technical reports on urban sustainability and environmental responsibility as sources. The results indicate that the effectiveness of recycling in public condominiums depends on the articulation between environmental policies, environmental education, and legal instruments under municipal, state, and federal jurisdiction. Furthermore, it was found that community participation and awareness among residents and public servants are fundamental to the success of selective collection and material reuse programs. It is concluded that recycling, in addition to fulfilling an ecological function, represents a relevant social and legal dimension, integrating itself into the constitutional principle of the socio-environmental function of property and the democratic management of public spaces. Thus, the importance of integrated and continuous policies that encourage sustainability and the exercise of environmental citizenship is reinforced.
