PANORAMA OF GOVERNANCE IN MUNICIPALITIES OF THE NORTHERN REGION: AN ANALYSIS IN LIGHT OF THE CFA MUNICIPAL GOVERNANCE INDEX (IGM-CFA)

This study analyzes public municipal governance in the capitals of Brazil’s Northern region based on the CFA Municipal Governance Index (IGM-CFA), considering the dimensions of Finance, Management, and Performance. The research adopts a qualitative, descriptive, and documentary approach, based on secondary data extracted from official databases provided by the IGM-CFA. The main objective is to understand how municipal governance is structured in these capitals, identifying patterns, differences, and weaknesses, as well as comparing IGM results across the analyzed municipalities. The findings reveal significant disparities among the capitals. In the Finance dimension, Boa Vista showed greater fiscal balance, while Macapá, Belém, and Porto Velho demonstrated greater fragility. In Management, Manaus stood out for its strong administrative capacity, followed by Palmas and Boa Vista, whereas Belém and Macapá presented limitations, especially in planning. In the Performance dimension, Palmas achieved the best results, indicating greater effectiveness in transforming resources into social well-being, while Macapá and Porto Velho recorded the lowest indexes. The comparative analysis of IGM-CFA results allowed the identification of regional patterns and structural differences among municipalities. It is concluded that higher levels of governance are associated with a balance among the three analyzed dimensions. The IGM-CFA proves to be a relevant tool for diagnosis and support in public management.
