Abstract

At a time when companies, both public and private, are increasingly seeking to link management to terms such as proactivity, resilience, effectiveness, efficiency, efficacy, interpersonal relationships, multiple intelligences, competencies and skills, and especially the fundamental notion of capacity, the public sector is now required to adopt a new model of organization and functioning of the State apparatus. In this context, this work aims to discuss the reforms that are taking place with the intention of modernizing social projects in society, which are being implemented especially in Brazil. Specifically, it aims to show some basic principles that should compose a model for the institutionalization of public management. To this end, bibliographic research was used as a methodological procedure, drawing on different types of sources, such as books, articles, and electronic journals that addressed the subject.
