FROM SYMBOLIC CAPITAL TO STRUCTURED GOVERNANCE: PROPOSAL OF A TECHNICAL-TECHNOLOGICAL PRODUCT FOR JUNINA QUADRILLE GROUPS

The June quadrilhas configure an important expression of northeastern imaterial cultural heritage, articulating tradition, territorial identity and creative economy. On the Piauí coast, there is a decrease in two active groups, associated with organizational fragilities related to administrative informality and contemporary institutional demands. This study analyzes the articulation between symbolic, emotional and strategic dimensions in the management of these organizations, with a focus on sustainability, and proposes intervention through the Technical-Technological Product (PTT). It is a post-qualitative approach, based on research, practical studies and content analysis, using participant observation and guided dialogues. The results demonstrate the predominance of substantive rationality, expressing non-community belonging and non-symbolic capital, coexisting with fragilities in the formalization of processes, financial planning and documentary organization. Sustainability has been shown to be conditioned by integration between symbolic dimensions, strategic rationality and institutional environment. As an applied response, an Institutional Integrated Management Guide was developed, structuring the organizational planning, financial and documentary management and professionalization of two cultural processes, operationalized by the adapted PDCA cycle. It is concluded that contextualized professionalization strengthens the continuity of cultural practices, reduces uncertainties and broadens institutional legitimacy, contributing to cultural governance.
