This study investigates the impact of administrative modernization on the Military Police of Amazonas (PMAM), focusing on the strategic replacement of military personnel in bureaucratic roles with civilian administrative agents. Given a scenario marked by Amazonian geopolitical challenges and personnel shortages, the research analyzes how function deviation compromises core activities and operational efficiency. A qualitative, descriptive methodology is adopted, based on a literature review and documentary analysis through the lens of the Economic Theory of Crime and results-based management. The results demonstrate that the technical relief of military personnel generates a multiplier effect on overt policing, reducing social opportunity costs and organizational entropy. It is concluded that the implementation of compliance mechanisms, combined with the valuation of human capital and analytical rationality, is fundamental to optimizing institutional responsiveness. The administrative transition emerges as a strategic solution to strengthen the state presence in high-vulnerability areas, ensuring the sustainability of public security and institutional integrity in the face of the complexities of the Amazon region.
