THE PRINCIPLE OF EFFICIENCY AND THE IMPLEMENTATION OF COMPLIANCE IN PUBLIC MANAGEMENT

This article sought to analyze the relationship between the Principle of Efficiency and the implementation of compliance programs in public management, highlighting how these practices can contribute to reducing fraud, strengthening integrity in the administration of public resources, and promoting ethical and effective management focused on the collective interest. The methodology adopted was based on a bibliographic review of academic works published between 2014 and 2024, with searches conducted on Google Scholar using keywords such as “principle of efficiency,” “compliance in public management,” and “anti-corruption.” Relevant articles were selected to build the theoretical framework, ensuring the timeliness and relevance of the information. The results show that the Principle of Efficiency, introduced by Constitutional Amendment No. 19/1998, is an essential element for modern public management, as it requires the optimization of resources and the delivery of quality public services. The analysis also demonstrated that the implementation of compliance programs contributes to administrative efficiency by reducing costs arising from penalties and litigation, optimizing internal processes, and reinforcing trust between public institutions and society. It is concluded that the integration of the Principle of Efficiency and compliance is essential to transform public administration into a reference model committed to ethics, responsibility, and collective well-being.
