ACCESS TO JUSTICE AND LEGAL SECURITY IN AMAZONAS: FROM LEGAL AND FUNCTIONAL VULNERABILITY TO THE INSTITUTIONALIZATION OF SPECIALIZED ASSISTANCE FOR MILITARY POLICE OFFICERS

This article analyzes access to justice for military police officers in the State of Amazonas from the perspective of specialized legal assistance provided by the Public Defender's Office (DPE-AM). The research is based on the premise that police activity is embedded in a "Risk Society," where the gap between prescribed work and real work generates a legal-functional vulnerability that transcends economic criteria. The general objective is to evaluate the impact of the Working Group for Legal Assistance to Military Police (GTPM) in mitigating this vulnerability in Manaus between 2022 and 2024. The methodology adopted is qualitative and exploratory, based on bibliographic and documentary research, grounded in the works of Nascimento et al. (2026) and Pereira and Marques (2025). The results indicate that free technical assistance reduced operational hesitation and generated an estimated saving of R$ 3 million for the officers. It concludes that the definitive institutionalization of the GTPM as a Permanent Nucleus is essential to ensure the parity of arms and the legal and emotional security necessary for the efficiency of public safety in Amazonas.
