PROBLEM-ORIENTED POLICING: AN APPROACH BASED ON THE ANALYSIS OF CRIMINAL AND STATISTICAL DATA IN THE STATE OF PARANÁ

This article presents a theoretical-analytical review of the application of Problem-Oriented Policing (POP) in the State of Paraná, with an emphasis on the city of Curitiba, between 2020 and 2025. The primary objective is to demonstrate the relevance of data analysis, specifically criminal and statistical data as instruments to support decision-making and the formulation of action and intervention plans within the context of public security. Grounded in specialized literature and institutional documents from the Military Police of Paraná (PMPR), such as the Methodological Manual of Indicators and Goals (Methodological Manual of Indicators and Goals), this study discusses the link between the technical diagnosis of criminal phenomena and the operational planning and management of actions, particularly preventive ones. Through a bibliographic and documentary review, it is evidenced that the use of qualified data, associated with problem-solving methodologies such as SARA, PDCA, the GUT Matrix, and 5W2H, among others, has contributed to the rationalization of personnel deployment and the improvement of management by objectives. The study concludes that the consolidation of POP through the management and analysis of criminal and statistical data requires not only technological infrastructure but also organizational and cultural transformations aimed at the institutionalization of evidence-based practices.
